Representative Franklin supports No Rogue Rulings Act to limit district judges' nationwide injunctions

Today, Congressman Scott Franklin from Florida's 18th District announced his support for H.R. 1526, also known as the No Rogue Rulings Act (NORRA). The House passed the act with a narrow majority, 219-213. In his statement, Congressman Franklin said, "The American people resoundingly elected President Trump and sent Republican majorities in Congress to deliver on the America First Agenda. Single district federal judges shouldn’t have the power to unilaterally block that mandate."

Congressman Franklin expressed concern over recent nationwide injunctions issued by district judges, which he deemed as overreaching and undermining the will of voters. "These overreaching rulings undermine the will of voters and threaten the constitutional balance of powers," he stated.

The No Rogue Rulings Act, according to Franklin, aims to limit this judicial authority by preventing individual district courts from issuing broad injunctions. Instead, it proposes that in cases involving multiple states, a three-judge panel should handle broader injunctions, considering the risks and ensuring constitutional balance. "In cases where multiple states in different judicial circuits challenge federal actions, NORRA allows a three-judge panel to consider broader injunctions—but only after carefully weighing the risks of harm and ensuring proper constitutional balance," Franklin explained. These decisions would then progress directly to the Supreme Court for a decisive resolution.

Franklin emphasized the need for a system of checks and balances, stating, "The Constitution clearly outlines three coequal branches of government, each with limitations. Our system of checks and balances ensures no single branch—judicial included—can dictate national policy alone."

He described the legislation as a "commonsense bill" that seeks to safeguard constitutional balance and prevent any single judge from overriding the American electorate. "This commonsense bill protects that constitutional balance and ensures no single judge can override the voice of the American people," Franklin remarked, urging his Senate colleagues to support the legislation.
