Franklin, a retired Naval Aviator and graduate of the United States Naval Academy, replaced Ross Spano in Congress and resides in Lakeland, Florida.

On February 13, 2025, Congressman Franklin congratulated Brooke L. Rollins on her confirmation as the U.S. Secretary of Agriculture. He expressed his eagerness to collaborate with her to promote policies beneficial to farmers and agricultural communities. Later that day, he reflected on his experience meeting future military leaders by presenting challenge coins to Civil Air Patrol cadets.
