Franklin, born in Thomaston, Georgia, is a graduate of the United States Naval Academy and Embry–Riddle Aeronautical University.

On March 3, 2025, Franklin expressed support for the immigration policies of President Biden. He attributed the low number of illegal border crossings in February to these policies. Franklin stated: "Thanks to @POTUS’s strong immigration policies, illegal border crossings were a near-record low in February! President Trump’s tough approach is delivering results and will keep Americans safe."

Later that day, Franklin conveyed his condolences on the passing of former Congressman Lincoln Diaz-Balart. He acknowledged Diaz-Balart's service to Florida and his contributions to the nation. Franklin tweeted: "Amy and I are deeply saddened to hear about the passing of former Congressman Lincoln Diaz-Balart. His dedication to serving Florida and his contributions to our nation will never be forgotten. His family and friends are in our prayers during this difficult time."

On March 4, 2025, Franklin anticipated attending President Biden's State of the Union address. He expressed eagerness for the policy agenda and reaffirmed his commitment to an "America First" agenda despite political opposition. Franklin remarked: "Eager to attend the first State of the Union of @POTUS's second term tonight! I look forward to his policy agenda and vision for our nation’s future.
