On March 27, 2025, Franklin emphasized the importance of transparency concerning foreign influence in higher education. He noted, "I just voted for the Deterrent Act to ban the CCP –and other countries of concern—from trying to buy influence at U.S. universities." Franklin expressed concern over the lack of reporting required for substantial financial contributions from the Chinese Communist Party to American universities.

He pointed out the alarmingly brief designated aircraft separations and the frequency of close calls over a three-year period, underscoring the need for reforms in aviation safety protocols.
