Franklin, who has been serving in Congress since 2021 after replacing Ross Spano, is known for his active engagement in issues affecting veterans and public health.

On May 6, 2025, Congressman Franklin announced that he had "reintroduced the Personnel Integrity in Veterans Affairs Act to close a loophole allowing VA employees under investigation to walk away without a misconduct record." He emphasized that "veterans deserve a VA that holds employees under investigation accountable." This move aims to enhance accountability within the Department of Veterans Affairs.

Scott Franklin was born in Thomaston, Georgia in 1964 and currently resides in Lakeland. A graduate of the United States Naval Academy and Embry–Riddle Aeronautical University, he has also served previously in the Florida House of Representatives before his tenure in Congress.
