Congressman Scott Franklin (FL-18) expressed his support following the final passage of H.R. 4, known as the Rescissions Act of 2025. The bill now awaits President Trump's signature to become law.
Franklin stated, “President Trump and I agree, the era of unchecked spending and bloated bureaucracy must end. With final passage of H.R. 4, Congress is delivering on that promise and turning his America First agenda into lasting policy.”
He emphasized that “following the landmark One Big Beautiful Bill, H.R. 4 represents another major step toward restoring fiscal sanity and accountability to the federal government. Together, these bills reflect our unwavering commitment to cutting waste, protecting taxpayers and putting American priorities first.”
The legislation aims to eliminate $9 billion in what Franklin describes as reckless spending. He noted this includes rescinding taxpayer funding for NPR and PBS, citing their promotion of partisan narratives over public interest. It also cuts funding for foreign aid programs supporting ideological projects that do not advance U.S. interests.
“H.R. 4 ensures taxpayer dollars are no longer wasted on initiatives that undermine our values or weaken our global standing,” said Franklin. He added that it codifies key elements of President Trump’s executive actions while refocusing foreign assistance on outcomes benefiting Americans.
With a national debt at $36 trillion, Franklin stressed the importance of acting decisively and responsibly: “This bill is a meaningful step toward restoring common sense to federal spending and rebuilding a government that respects the people who fund it.” He expressed pride in voting for this legislation and anticipation for President Trump’s approval.
