Franklin was born in Thomaston, Georgia in 1964 and currently resides in Lakeland. He graduated from the United States Naval Academy in 1986 and later earned a degree from Embry–Riddle Aeronautical University. His congressional district includes communities such as Lake Placid and Lakeland—locations referenced in his recent public engagements.
